This does not trump a player's responsibility to make reasonable efforts to avoid contact and to not commit a blocking foul. If you commit a blocking foul, the fact that you jumped to the spot instead of running does not negate the foul.

19.F.1

When a foul call is made, Players have 10 seconds to reach an agreement on the call. If no agreement is reached within 10 seconds, the ruling goes directly to the observer.

Either player may go to the observer before 10 seconds has elapsed. Within the 10 second discussion, players can either agree to accept the foul call, contest and send it back to the thrower, or send it to the observer.

When Observers enter the discussion at the end of the allotted 10 seconds of player discussion, if they require more information in order to make a ruling, they may, at their discretion, stop the game clock by communicating, “Clock operator, please stop the game clock,” over two-way radio. They must communicate, “Clock operator, please restart the game clock,” at the time play is to resume.
